The United Way of Tampa Bay and the West Central Florida Federation of Labor formed a local partnership in January of 1991 and hired an AFL-CIO Community Services Liaison to implement the AFL-CIO’s Community Services Program. The five key elements of the program are:

Build local unions and capacity for the Central Labor Council (CLC)

Improve public and private support systems for workers and their families

Provide services to workers and their families
-
Provide services to the community at large
-
Improve the social and economic conditions of working families to reduce their need for services and assistance.
Service to the Community Through our local partnership we work together to involve organized labor and the community in these and other yearly initiatives:
The following are good techniques to involve organized labor in your United Way campaign:
- If there is a labor union in your organization, contact the union president and ask them to partner with you in the campaign
- Secure a letter of co-endorsement from the local union and post it in prominent places \
- Select a labor co-chair for the campaign
- Include labor in the planning of the campaign
- Involve stewards as campaign ambassadors
- Ensure that ambassadors have necessary time off to tour United Way impact partner agencies, attend events and encourage co-workers to participate in the campaign
- Recognize and thank all employees during events and at the end of the campaign
